On June 27, the 2025 Global Talent Summit was held at the Beijing International Fortune Center in Tongzhou, the sub-center of Beijing. The summit brought together a wide range of participants, including ambassadors from multiple countries stationed in China, representatives of international organizations, as well as delegates from universities, multinational corporations, professional talent associations, and enterprises in the fields of science, technology, and talent services.

This summit was supported by the Beijing Municipal Talent Work Bureau and the Tongzhou District People’s Government of Beijing Municipality. It was co-hosted by the Alliance of Global Talent Organizations (AGTO) and the Center for China and Globalization (CCG), with contributing organizations including International Organization for Migration (lOM) Mission in China, the Organization for Economic Co-operation and Development (OECD) Beijing Office, and the Global Young Leaders Dialogue (GYLD) program.


During the summit, the Beijing Office of AGTO was officially inaugurated. AGTO is an international organization jointly initiated by CCG and leading global experts. It aims to promote international talent exchange and cooperation, advance policy dialogue, and foster a broad global consensus on mutually beneficial collaboration in the field of international talent. AGTO achieves this through hosting the Global Talent Summit, publishing research reports on global talent mobility trends, and other initiatives. The organization was officially launched in November 2020 during the third Paris Peace Forum, an event initiated by French President Emmanuel Macron in 2018. Chinese President delivered a video address to the forum in 2020.

This year’s summit featured a series of high-level forums and events, including the China Talent 50 Forum, centered on internationally relevant topics such as “Global Talent Mobility: Enhancing Beijing’s Exchanges with Foreign Countries,” “Emerging Trends in Global Talent Development: A New Wave of Competition or Cooperation?”, “Global Talent Exchange and Innovation-Driven Development,” and “Evolving Demand for Talent and Upgraded Talent Training in the AI Era.” In addition, the Global Talent Mobility Trends Report 2025 was officially released during the summit. A variety of side events were also held, including an AGTO exhibition, the evening reception at the Scenic Terrace, and a field visit to Beijing’s sub-center.


The opening ceremony of the summit was hosted by Mabel Lu MIAO, Chief Representative of the AGTO Beijing Representative Office and Secretary-General of CCG. Welcome remarks were delivered by LI Chenglin, Standing Committee Member of Beijing Municipal Party Committee and Minister of Organization Department, and Denis Simon, President of AGTO.

Following the welcome remarks, HE Xian, President of China Talent Research Society and Former Vice Minister of Human Resources and Social Security of China, and Tamas Hajba, Senior Advisor for China and Head of Beijing Office of OECD, engaged in an Opening Dialogue focusing on the development of talent service institutions and international talent exchange, respectively.

Dr. Henry Huiyao Wang, Founder and President of CCG and Secretary-General of AGTO, subsequently released the Global Talent Mobility Trends Report 2025. Guided by the goal of promoting an open talent mobility framework, the report provides a systematic analysis of the current characteristics and evolving trends of global talent flows. In his speech, Wang highlighted China’s continuous growth in talent scale and competitiveness, noting significant progress in intellectual property protection and the talent environment. He also pointed out the increasing numbers of international migrants and overseas students worldwide, as well as the growing importance of talent mobility in the digital economy. Wang recommended that countries deepen their understanding of talent mobility, promote high-level openness and talent exchange, and build multi-layered platforms and digital governance systems to facilitate global talent movement.

In addition, the opening ceremony featured the launch of three key initiatives in education, technology, and talent development: the International Cities of Innovation Dialogue, the Gen Z International Youth Talent Development Initiative, and the “Overseas Returnee’s Hub” AI Talent Information Online Platform.


Before and after the opening ceremony, distinguished guests also visited the newly inaugurated Beijing Office of AGTO, expressing their expectations for it to become an important platform for promoting global talent mobility and innovation.


The opening roundtable of the summit, themed “Global Talent Mobility: Enhancing Beijing’s Exchanges with Foreign Countries,” was moderated by Dr. Henry Huiyao Wang, Founder and President of CCG and Secretary-General of AGTO.

Participants engaged in in-depth discussions on how to enhance Beijing’s international appeal, draw lessons from the successful experiences of other countries, and effectively leverage the resources of international experts and organizations. They actively shared their insights and recommendations throughout the dialogue.

On the evening of June 27, the Evening Reception at the Scenic Terrace of the Global Talent Summit was successfully held in an open and friendly atmosphere. Guests and representatives from governments, businesses, academia, and international organizations around the world gathered by the Beijing-Hangzhou Grand Canal to discuss global talent cooperation and future development. The event featured vibrant and engaging exchanges.

 

On June 28, the China Talent 50 Forum, a key event of the 2025 Global Talent Summit, was successfully held. The forum brought together officials and representatives from national ministries, the Beijing Municipal Committee, and the Tongzhou District Committee responsible for talent-related work, along with experts and scholars from the “China Talent 50 Forum,” as well as leaders from universities, research institutes, major enterprises, and industry associations. Participants also included high-level professionals, overseas returnee entrepreneurs, and young talent. They engaged in in-depth dialogue and cooperation on building Beijing into a top destination for international talent and promoting integrated innovation in talent policies, ecosystems, and service systems.
