Zhang Linghan is a professor at the Data Law Institute of China University of Political Science and Law. She is a director of the Cyber and Information Law Research Association of the China Law Society, a member of the Ministry of Public Security’s Cybersecurity Legal Consultation Committee, Ministry of Industry and Information Technology’s Information and Communication Science and Technology Committee, and member of the Shanghai Municipal Committee on the Ethics and Governance of Artificial Intelligence. She is also the leading expert of the “Artificial Intelligence Law (Scholarly Proposal Draft).” She has published numerous academic papers in the field of artificial intelligence (algorithms), data, and platform governance in journals such as “China Social Sciences” and “China Legal Science.” She has been provided consultation in drafting laws, regulations, policy, and participating in bilateral and multilateral dialogues. In 2023, she was appointed as an expert to the UN High Level Advisory Body on AI. In 2024, she was named as one of the “100 Most Influential People in the Global AI Field” by TIMES.
