In September 1978, he was admitted to the Department of Precision Instruments of Tsinghua University. In August 1979, he was sent to the former Yugoslavia to study in the Mechanical Department of the University Veljko Vlahovic, Titograd, Yugoslavia. In August 1984, he entered the Ministry of Foreign Economic Relations and Trade (MOFTEC), and was sent to work in the Representation Office of the Embassy of the former Yugoslavia, and the Commercial Office of the Embassy of Slovenia. In June 2001, he obtained a master’s degree in World Economy from Nankai University. He has served as Economic and Commercial Counselor in the Embassies of Croatia, Poland and Zimbabwe, and Minister Commercial Counselor in the Embassy of Egypt. He is now the executive director of China Health Economics Association, a member of the committee of experts in China Chamber of Commerce for import and export of Machinery and Electronic Products committee of experts (CCCEM), a special expert of the Advisory Committee of the Counsellor for Economic and Commercial Affairs of China Association of International Trade, Senior Research Fellow at the Center for China and Globalization (CCG), and a special expert of the Shanghai Cooperation Organisation for Economic and Trade Research Institute.
