Quan Yi, born in December 1964, Shishou, Hubei Province, China. He graduated from East China Normal University in 1988, and been awarded the State Council Special Allowance Expert. He is the Leading Talents of philosophy and Social Sciences in Fujian Province. Currently, he is the director of the Pacific Economic Cooperation Council, director and researcher of the Asia-Pacific Economic Research Institute, Fujian Academy of Social Sciences. He is the deputy director of the social and Legal Committee of the Central Committee of China Association for Promoting Democracy, Standing Committee of China Pacific Economic Cooperation Committee, Deputy Secretary General of China Asia Pacific Society. He has won the first prize and the second prize of Research of business development from the Ministry of Commerce, the second prize (twice) and the third prize (six times) of the Social Science Outstanding Achievement Award of Fujian Province, and the prize of Anzijie International Trade Research Award.He Presided over and completed 3 projects of National Social Science Fund, and participated in 1 major project of the National Social Science Fund. He has also presided over and completed seven monographs about Asia-Pacific Economic Research Series, two monographs about research series on Technical Barriers to Trade, more than 300 papers published publicly, fever decision-making consultation results have been written instructions or comments by the CPC and State leaders, and 18 consultation reports have been approved by the main leaders of the Fujian Provincial Party Committee and the provincial government.
