Former Director-General of Department of American and Oceanian Affairs of Ministry of Commerce
Jiang Shan, CCG Senior Fellow. Mr. Jiang joined the Chinese Ministry of Foreign Economic and
Trade (later the Ministry of Commerce) in 1987, and served in the Department of American and
Oceanian Affairs. He held successively the positions of Deputy Director, Director, Deputy Director-
General and Director-General in the Department. He was responsible for making and implementing
economic and trade development strategy and bilateral policies between China and countries in
the region and handled important trade and investment issues with these countries. He was heavily
involved in the making and supervision of laws and regulations, economic and trade policies
regarding China’s import and export, inbound and outbound investment, trade remedies as well.
He helped foreign transnationals invest in China and Chinese enterprises to do M&A overseas,
providing them with pertinent and penetrating advices, seeking solutions to their problems and
disputes.
Mr. Jiang Shan was posted twice at the Chinese Embassy in Canada, from 1993 to 1995 (first
secretary, Economic and Commercial), 2007 to 2013 (Minister Counsellor, Economic and
Commercial). He recently retired from the Chinese Ministry of Commerce. He has travelled
extensively and currently resides in Beijing with his wife.
Education: Graduated from Yunnan University with BA, Beijing University of International Business
and Economics with MA, and Cheung Kong Graduate School of Business with EMBA; Studied at
University of Toronto with a certificate.
