It has been increasingly recognized that talent is kind of strategic resource to achieve national rejuvenation and improve international competitiveness. To further discuss how to develop and implement more proactive, open and effective talent policies, CCG held the 4th “Talent 50” Forum on Jan. 10, and launched the first book series on the best practice of human resource development abroad.

The “Talent 50” Forum is a high-level cross-sector exchange platform for Chinese talent development experts and policymakers as well as business leaders. Established in 2015, the Forum has been held three times in Beijing, Sichuan and Shanghai, respectively, with a focus on the priorities, hot topics and challenging issues in China’s talent development system reform. By far, the forum has provided a lot of policy advice on the strategy of building a strong nation with reinvigorated human resource.

As a highlight of the Forum this year, a series of 18 books on human resource development, “Foreign Talent Development Series”, were released as a joint effort by the Chinese Academy of Personnel Science and Party Building Books Publishing House.  According to CCG President Wang Huiyao, the book project, which started in 2013 and concluded at the end of 2017, is the first time that China systematically and comprehensively introduced the implementation and development of the scheme.

The book series in Chinese include both translated work on foreign countries’ policies and best practice as well as original research work of Chinese experts. It covers many issues regarding international talent strategy, standard and distribution, and conducts comparative studies on the talent cultivation and immigration systems in selected countries.

“By comprehensively introducing foreign countries’ policies and experiences, the book series have a significant value for China to refer to” in building its own system of talent management, said Wang Xiaochu, CCG adviser and former Vice Minister of Human Resources and Social Security, during his keynote speech at the forum.

He also noted that the book series can serve as key reference to China’s talent cultivation and recruitment work, as China is developing its own talent development strategies, policies, action plans and concrete measures.

According to Wang, the project was conducted in response to Chinese President Xi Jinping’s call to appreciate and leverage people’s talent and value at the 18th National Congress of the Communist Party of China in 2012. During the 19th Party Congress in October 2017, Xi reiterated the importance of talent development in building up China’s national power.
