Lv Kejian graduated from the Japanese Department of Dalian University of Foreign Languages
and worked in foreign affairs. Since 1988, he has served as Deputy Director of the Second Policy
Bureau of the Ministry of Foreign Trade and Economic Cooperation of China, First Secretary of the
Economic and Trade Office of the Chinese Embassy in Japan, and Director of the Division of Asia
of the Ministry of Foreign Trade and Economic Cooperation of China, Deputy Director of the Asian
Department of the Ministry of Foreign Trade and Economic Cooperation of China, Counsellor of the
Chinese Consulate General in Osaka, Deputy Director of the Asian Department of the Ministry of
Commerce of China, Director of the Asian Department of the Ministry of Commerce of China, and
Minister of Economy and Commerce of the Chinese Embassy in Japan.
