Advisory Symposium for Celebrating 100th Anniversary of WSRA

The senior members of WRSA from home and abroad with overseas students representatives attended the symposium hosted by WRSA Advisory Council in the 4th meeting room of WRSA club starting at 14:00 on Oct. 21, 2013 after listening to General Secretary of CPC Central Committee, Xijinping’s speech for celebrating the 100th Anniversary of WRSA in Great Hall of the People in the morning. Han Qide, Vice Chairman of CPPCC and Chairman of WRSA, present at the symposium, proposed priorities and objectives for future advisory involvement. The other attendees include the Vice Chairman of WRSA, the Chairman of China Overseas-Educated Scholars Development of Foundation and the former Vice-Minister of International Department, the Central Committee of CPC, Ma Wenpu, the 2nd division director of Personnel Bureau of the Organization Department, Central Committee of CPC, Cao Shiwen, the Department Director of Professional and Technical Talents & Overseas Students, Ministry of Human Resources and Social Security of PRC, Li Jinsheng, the 5th Division of the Organization Department, Central Committee of CPC, Wu Xiuqiong, former Counsel of Personnel Bureau of Organization Department, Central Committee of CPC, Hu Jianhua. 15 famous WRSA members and Chinese overseas students were also invited to the Symposium for discussing the spirits of General Secretary Xi Jinping’s speech delivered in the Great Hall of the People. The symposium was moderated by Wang Huiyao, the vice-chairman of WRSA, Director-General of the WRSA Adversary Council and Center for China and Globalization.

 

 

1. Vice-Chairman of CPPCC and Director-General of WRSA, Han Qide was present in the symposium and made important remarks.

 

1) To work out our advices and suggestions

 

In speaking of advices and suggestions, Han Qide said, we need to make our advices and suggestions more effective and then implement the policies after taking advices and suggestions. He pointed out, Secretory-General, Xi Jinping made a concrete speech in today’s 100th Anniversary of WRSA. We need to improve our institute, enhance our strength and create environment for our performance. We also need to seriously study how to make our fruit yield well.

 

2) Improve the standards of our advice, emphasize forward-looking prospective, feasibility and build a good platform

 

Han Qide stressed that we need to escalate our advices standards, which requires a forward-looking prospective, it would not be too much value with mediocre cognition, besides, we need to develop strategic and feasible advices. This new strategy proposed by Han should be followed and implemented step by step.

 

He said, we truly have much room to develop, however, we are in need of platforms as this symposium, we should organize more activities similar, since our country is desperate for talents now, quite different from what it used to be, we can sense our government’s attention to overseas students in many aspects. In closing his speech, he extended his gratitude for the advisory involvement of WRSA and overseas students, hoping the content of the symposium could be organized and colleted to select one problem for deep discussion. He said, we need to work on advices and suggestions, we need talents, our own talents.

 

2. Vice-Chairman of WRSA, Ma Wenpu: Providing advices is the historic responsibility of WRSA

the Vice Chairman of WRSA, the Chairman of China Overseas-Educated Scholars Development of Foundation and the former Vice-Minister of International Department, the Central Committee of CPC, Ma Wenpu pointed out, the historic event, the 100th Anniversary of WRSA with Secretary-General Xi Jinping’s speech should be chaptered in the history of WRSA. Like a milestone, it links the future career of WRSA and the rejuvenation of China, push forward the cause of WRSA with overseas students.

 

3. The Symposium Moderator Wang Huiyao: work on advices and suggestions, promote the cause of talents import

The vice-chairman of WRSA, Director-General of the WRSA Adversary Council and Center for China and Globalization, Wang Huiyao made two comments as below.

 

1) In the light of the remarks made by Secretary-General, Xi Jinping in the 100th Anniversary of WRSA, the participants and guests shew their empathy and felt inspired especially when it came to the contributions in the process of promoting national construction and opening, made by our predecessors such as Sun Yat-sen, Chen Duxiu, Li Dazhao 100 years ago to Zhao Enlai, Deng Xiaoping, Li Siguang, Qian Xuesen and temporary overseas students.

 

2) As for the talents, the prevailing trend of talent competition strategy in current international stage is elevated to the level of the overall national strength competition, that is the overall national strength competition depends on talent competition, in which the overseas students are an important part. The new interpretation of studying abroad policy changed from “support studying abroad, encourage to come back, free to choose” to “support studying abroad, encourage to come back, free to choose, make a difference”. Meanwhile, Secretary General Xi Jinping put forward new requirements for WRSA, expecting WRSA to become a overseas-educated scholars tank, an advisory think tank, a new driving force in local diplomatic activities, a bridge, a bond and the home of overseas-educated scholars. During the symposium, it is believed that Xi’s remarks enhanced the role of overseas-educated scholars to a brand new historical level and escalate the Chinese Dream of WRSA to a higher position with more important historical responsibilities and sense of mission.

 

4. Famous overseas-educated scholars from home and abroad voiced their advices as part of a think tank.

 

The well-known overseas-educated scholars from home and abroad actively expressed their opinions as to the policies and current situation of WRSA and overseas-educated scholars. Prof. Gu Xuewu of Politics, from German University of Bonn exchanged views with others in his experience and insight of overseas talents import and cultivation; Zhang Xiaoqing, working in Ernest & Young Boston put forward his advices and suggestions as to how to put China’s overseas talents tank to good use and Chinese companies’ overseas merger and acquisition; Cheung Kong Scholar, Liu Hong, the dean of humanities and social sciences of Nanyang Technological University provided good suggestions on how to cooperate with China, how to guarantee the import and exchanges of high-end talents systematically; Tao Jingzhou, working for Dechert LLP elaborated the prospect of how to complete the service and rights for overseas educated scholars after coming back home; Huang Yasheng, the deputy dean of MIT sloan school of management discussed the direction of western returned scholars after coming back home, the role of overseas educated scholars in the period of China’s economic transition, encourage young overseas educated scholars to start their business back home, deepen talents cultivation from education and other related policies; Yan Yan, the Director of SAIF Partners, analyzed the current status and anticipations of overseas educated scholars policies in terms of from formulation to influence.

 

Zheng Yongnian, the Director of East Asia Institute of NUS University of Singapore, made comments on the importance of talent carrier, talent mechanism, resource allocation and talent systematic innovation; Liu Ke, vice-Director General of Shenhua Institute and NICE CTO, talked about “One Thousand Talents Programme”, summarize global research resources, vigorously publicize the contributions of overseas educated scholars in the process of reform and opening up and people-to-people diplomacy; Wang Chaoyong, the Chairman of Profit From Trust, elaborated the state of mind, policies in talents import, for instance “True talents will be the ones found by yourself.” as well as the real targe of serving your country and talent categories; Li Shan, the chief adviser of international cooperation, China Development Bank, given his own experience, mainly discussed the fact of China’s overseas educated scholars import and utilization, pointed out a new saying “Globalized talents are Western Returned scholars.” and personal opinions on China’s think tank and people-to-people diplomacy.

 

Hou Wenxuan, the Prof. of finance and the director of China’s Research Institute in university of Edinburgh, talked about the huge potential of China finance research, foreign think tanks and research centers for studying China, how to have better communications and development domestically; Li Jin, working in school of business, Oxford and Guanghua School of Management, Peking University, put forward his visions, hoping to “get the domestic help, create a highest level of academic platform for finance and management all over China”, and made interactions with the Director General, Han Qide in terms of “Corporate Governance Platform made up of 12 universities and colleges around the world–Global Corporate Governance Forum”.
