Dr He Jingwei is Associate Professor and Associate Head (Research and Development) of the Department of Asian and Policy Studies, at the Education University of Hong Kong (EdUHK). He received his PhD degree in Public Policy from the Lee Kuan Yew School of Public Policy, National University of Singapore. Dr He specializes in public policy analysis, health policy and governance and social policy reforms, with particular reference to the Greater China region.
He has published extensively in these areas, contributing articles to leading international journals and publishing houses, including Public Administration Review, The China Quarterly (2013, 2018), Health Policy and Planning (2014, 2016), Social Science and Medicine, Journal of Contemporary China, Social Policy and Administration, Policy and Society, Public Administration and Development, and Ageing and Society. He also has a rich portfolio of academic articles and book chapters published in Chinese.
Since 2012, Dr He has secured various external as well as internal research grants totaling to HK$1.5 million, including two major projects funded by the General Research Fund (GRF) and the Early Career Scheme (ECS). He is currently leading a GRF project (rated 5.0 full score by the Research Grants Council of the Hong Kong SAR Government) that examines the sub-national variation of public attitudes towards social policy in urban China.
In a newly released report jointly published by the World Bank, the World Health Organization and the Chinese Government, titled "Healthy China: Deepening Health Reform in China, Building High-Quality and Value-Based Service Delivery", six of Dr He's research works are heavily cited, making him one of the very few international scholars recognized in such a high-profile study.
Dr He is Associate Editor of the Journal of Asian Public Policy, Executive Member of the East Asian Social Policy Network (EASP), Adjunct Research Fellow of the Center for China and Globalization, and the alumnus of the Ronald Coase Institute. Dr He serves as anonymous reviewer of many premier international journals, including Policy Sciences, The China Quarterly, Policy Studies Journal, Social Science and Medicine, Journal of Social Policy, and Public Health.
As a policy scholar, Dr He is actively engaged in policy advocacy. His articles appeared in leading newspapers, including China Daily, South China Morning Post, Hong Kong Economic Journal, Ming Pao and Singtao Daily. He was interviewed by the Phoenix TV, Radio Television Hong Kong (RTHK), ATV, China Radio International, and CBS News in the US on various policy issues.
