China lags the world in attracting top international talent and needs to take urgent action to solve the problem, a report has found.
The Blue Book of Regional Talent, published Monday by independent Beijing-based think tank the Center for China and Globalization (CCG), alongside the Institute of Development Studies at Southwestern University of Finance and Economics in Chengdu, Sichuan Province, establishes a six-part evaluation index that ranks China’s cities and regions for foreigner-friendliness.
CCG head Wang Huiyao said the index, which included quality of life for international workers, was innovative and would help fill a gap in the evaluation of China’s bid to attract international talent. The report provided references and case studies for local officials and researchers to improve their understanding of the international talent game, he said, and also offered policy suggestions.
The report found Shanghai was China’s most competitive region despite only ranking 3.9 out of 6 on the index. The gap between central China’s provinces and coastal regions was particularly pronounced.
The Blue Book suggested combining top-level policies and talent management with soft power methods, such as modernizing cities and improving natural environment. （By Zhang Qingchen）
