Non-Resident Senior Fellow
Mr. Patrick Peng Zhang is a Senior Public Policy Expert at a global technology company. He is also a Non-Resident Senior Fellow of the Shanghai Association of Artificial Intelligence and Social Development (SAASD) and a Fellow of the Digital Economy and Law Innovation Research Center of the University of International Business and Economics of China (UIBE). He has rich expertise in the field of data security, and is a Data Compliance Officer certified by the China Cybersecurity Review Technology and Certification Center (CCRC-DCO).
From 2011-2021, he worked as a legal adviser for the United Nations legal affairs and then a deputy director for legal affairs in Cyberspace in the Department of Treaty and Law of the Ministry of Foreign Affairs of China. He has contributed to the drafting and reviewing of numerous Chinese policies and laws related to Cyberspace. He also participated in a series of bilateral and multilateral negotiations regarding international rulemaking of Cyberspace as a core member of the Chinese government delegation.
