CCG President Wang Huiyao attends Dubrovnik Diplomatic Forum to discuss how to stabilize the global situation

On July 9, 2023, CCG President Wang Huiyao and CCG Secretary-General Mabel Miao were invited as the only representatives from China to participate in the Dubrovnik Forum in Croatia. They engaged in discussions with political figures from various countries, including Josep Borrell Fontelles, High Representative and Vice President of the European Commission; Antonio Tajani, Vice President of the Council of Ministers and Minister of Foreign Affairs and International Cooperation of Italy; and Gordan Grlić Radman, Minister of Foreign and European Affairs of Croatia. They were also invited to deliver speeches at the plenary session on how to stabilize and enhance global governance. Qi Qianjin, the Chinese Ambassador to Croatia, also attended the forum.

The forum opened on July 8th, with Gordan Grlić Radman delivering a welcome speech at the opening ceremony. Dmytro Kuleba, Minister of Foreign Affairs of Ukraine, and Mathias Cormann, Secretary-General of the OECD, delivered their speeches via video link.

The opening seminar focused on the topic of Navigating the Global Reshuffle. Lara Romano, Chief of Staff to the Office of the Minister of Foreign and European Affairs of Croatia, moderated the opening ceremony. Speakers at the seminar included Gordan Jandroković, Speaker of the Croatian Parliament; Andrej Plenković, Prime Minister of Croatia; Marija Pejčinović Burić, Secretary-General of the Council of Europe; Antonio Tajani, Vice President of the Council of Ministers and Minister of Foreign Affairs and International Cooperation of Italy; and Josep Borrell Fontelles, High Representative and Vice President of the European Commission.

CCG President Wang Huiyao delivered a speech at the panel titled “How to Stabilize Global Politics.” The session was moderated by Sebastian Rogač, Director-General for Multilateral and Global Affairs at the Ministry of Foreign and European Affairs of Croatia, and Dubravka Šuica, Vice President of the European Commission for Democracy and Demography delivered a keynote speech. Other guest speakers included Dritan Abazović, Prime Minister of Montenegro; Mariya Gabriel, Deputy Prime Minister and Minister of Foreign Affairs of Bulgaria; Ararat Mirzoyan, Minister of Foreign Affairs of Armenia; Meenakashi Lekhi, Minister of State for External Affairs of India; Mehmet Kemal Bozay, Deputy Minister of Foreign Affairs and Director for EU Affairs of Turkey; Yuumi Yoshikawa, Parliamentary Vice Minister for Foreign Affairs of Japan; David Cvach, Director for the European Union Ministry for Europe and Foreign Affairs of France; and Valbona Zeneli, Nonresident Senior Fellow at the Atlantic Council.

At the forum, CCG Secretary-General Mabel Miao also presented two CCG publications- CCG Global Dialogue and Soft Power and Great Powerpublished by Springer Nature Group, as gifts to Josep Borrell Fontelles, High Representative and Vice President of the European Commission.

The second panel took the theme “Europe’s Energy Transformation: From Dependant to Ascendant and was moderated by Goran Šaravanja, Chief Economist of the Croatian Chamber of Economy. Participants in the panel included Odile Renaud-Basso, President of the European Bank for Reconstruction and Development (EBRD); Teimuraz Janjalia, Deputy Minister of Foreign Affairs of Georgia; Ivo Milatić, State Secretary of the Ministry of Economy and Sustainable Development of Croatia; Olga Algayerova, Executive Secretary of the United Nations Economic Commission for Europe; Teresa Czerwinska, Vice President European Investment Bank EIB; and Karan Bhatia, Vice President, Government Affairs and Public Policy at Google.

The third panel focused on The Mediterranean and Beyond. Karlo Ressler, Member of the European Parliament moderated the panel. Participants in the discussion included Davor Božinović, Deputy Prime Minister and Minister of the Interior of Croatia; Nasser Kamel, Secretary-General of the Union for the Mediterranean; Josip Brkić, Deputy Minister of Foreign Affairs of Bosnia and Herzegovina; Andreas Schaal, Global Relations and Cooperation Director and OECD Sherpa to G20/G7/APEC; Ahmed Abdel-Latif, Cairo Center for Conflict Resolution, Peacekeeping and Peacebuilding; Gerald Knaus, ESI-European Stability Initiative of Berlin; and Belete Belachew Yihun, Entrepreneurs Forum for Peace and Development, Addis Ababa.

The fourth seminar focused on the theme “Western Balkans: A New European-Atlantic Momentum and was moderated by Davor Ivo Stier, Member of the Croatian Parliament and former Minister of Foreign and European Affairs. Guests included Donika Gërvalla-Schwarz, Deputy Prime Minister and Minister of Foreign Affairs and Diaspora of Kosovo; Gordan Grlić Radman, Minister of Foreign and European Affairs of Croatia; Bujar Osmani, Minister of Foreign Affairs of North Macedonia; Elmedin Konaković, Minister of Foreign Affairs of Bosnia and Herzegovina; Christian Schmidt, High Representative for Bosnia-Herzegovina; Gabriel Escobar, Deputy Assistant Secretary of State, USA; Miroslav Lajčak, EU Special Representative for the Belgrade-Pristina Dialogue and other Western Balkans issues; and Lord Stuart Peach, Prime Minister’s Special Envoy to the Western Balkans, United Kingdom of Great Britain and Northern Ireland.

The fifth and final panel revolved around the EU’s perception of the language of power, and was moderated by Andreja Metelko Zgombić, State Secretary of the Ministry of Foreign and European Affairs of Croatia. Participants in this panel included Jiři Kozák, Deputy Minister of Foreign Affairs of the Czech Republic; Mariin Ratnik, Undersecretary for Economic and Development Affairs, MFA of Estonia; Domagoj Hajduković, Chairperson of the European Affairs Committee of the Croatian Parliament; Željana Zovko, Vice-Chair of the Committee on Foreign Affairs of the European Parliament; Majlinda Bregu, Secretary-General of the Regional Cooperation Council; and Elmar Brok, former Member of the European Parliament.

The Dubrovnik Forum was founded in 2006 and is in its sixteenth year. Its purpose is to provide a platform for high-level representatives from around the world to discuss major global issues. This year, in the face of challenges such as the impact of the Russia-Ukraine war on traditional international norms, ongoing regional conflicts, intensifying competition between global powers, and global climate change, the Dubrovnik Forum has once again invited global leaders to come together and seek solutions to these global crises.
