Sun Yongfu
Mr. Sun Yongfu has a Ph.D. degree in Environmental Science from Peking University and a Master of
Public Administration degree from the John F. Kennedy School of Government at Harvard University.
Since the year 1983, Mr. Sun has been engaged in activities of the United Nations Development System and
other China-related economic and technical cooperation activities with relevant international organizations.
Starting from the position of a project officer, he moved up to the position of Director General of the China
International Center for Economic and Technical Exchanges (CICETE), which is the Chinese counterpart
agency for the management of the UN Development System’s assistance to China. Mr. Sun has rich
experience in project establishment, formulation, implementation and evaluation. Under his leadership,
the CICETE has implemented various environmental protection and poverty alleviation projects. He has
participated in or led the Chinese delegation to attend international conferences for many times such as the
UN Economic and Social Council (ECOSOC), the regular and annual meetings of the UNDP, and the UNIDO
Industrial Development Board (IDB) executive board meetings and general conferences.
Since 2003, Mr. Sun has been appointed as the Director of the European Affairs of the Ministry of
Commerce (MOFCOM) to oversee China’s bilateral and regional economic and trade cooperation policies
with Europe and Eurasian. As a member of the Chinese government delegation, he accompanied the
Chinese President and Premier on many occasions to visit European and Eurasian countries to attend
major diplomatic events such as the China-EU Summit, the China-Russia Summit, the China-Russia
Premier-level Meeting, and the Summit of China-SCO (Shanghai Cooperation Organization). He is
directly responsible for or closely involved in several major economic and trade negotiations between
China and 53 European and Eurasian countries, (such as the China-EU Bilateral Investment Treaty (BIT).
In 2015, Mr. Sun Yongfu stepped down as the Director of the European Department of the Ministry of
Commerce and joined Taihe Institute as a senior researcher while representing the Taihe Institute in
extensive research and international and domestic exchanges.
